A core principle of the United Nations Charter is One Member One Vote. This is not an explicit statement within the Charter. Significantly, the Charter goes even further. The Charter states that the UN was established to secure “the equal rights of men and women and of nations large and small.” It places the rights of men and women before the rights of states. That’s you and me and six billion-plus others. The rights of individuals are co-equal with and precede the rights of states. What a glorious (and yet to be realized) ideal. But it will not happen unless We the People do something about the UN Security Council. The question is — What? Dump it, scrap it, change it or grow it?

As events have shown, the Security Council has become dangerously obsolete, representing the whim, greed and political fundamentalism of one hyper-power.

On March 10, at a press conference at UN headquarters, a million-plus petitions signed by people from all over the world were presented to the Security Council. The petitions had been generated through a massive online campaign by anti-war groups, protesting the US govt.’s decision to go to war against the people of Iraq. What did the UN do? Not a peep about it from Kofi Annan, not even in his generally timid “off the cuff” statements featured daily on the UN website. No prior announcement about the event was made by the UN Secretariat, though they were aware that the petitions would be delivered in 12 boxes to Security Council members. It was as if the event never occurred. So, is the UN Charter just a piece of paper to be stored on a musty shelf, or is it supposed to safeguard the “rights of men and women and of nations, large and small” to discursive, negotiated settlement of disputes? Talk is cheap, cheaper than war.

Unequal Membership

All member states of the 191-member body are stated to be equal. Each member state supposedly has one vote and one vote only. The Security operates on the non-principle of One Member Two Votes. The stated principle of equality of membership is breached and flouted by the structure, processes and exclusive (not to mention, exclusionary) membership of the United Nations Security Council. The UN Security Council is the only UN body that has permanent members (Article 23). All other UN bodies have general or rotating memberships.

The Security Council is the only body that can “adopt its own rules of procedure,” (Article 30) unfettered by The UN General Assembly. Under the United Nations Charter, therefore, inequality of membership is guaranteed, implemented and enforced by the Security Council. In Orwellian terms, all member states are equal but some member states are more equal than others. But, hey, it’s not 1984 anymore, it’s 2003. Time for a change? Time for a change that will guarantee the equality of all member states. While the media and the policy wonks in the dominant states are concerned about the lack of unity at this time in the Security Council, others are questioning whether the Security Council should be taken apart and retired. Are We the People more secure because of the Security Council? Or have we become more insecure, because of the Security Council?

Postcolonial Membership Structure

So the question du jour that subservient member-states (and that includes every member who is not permanently on the Security Council) should be asking is Should the United Nations Security Council be dismantled and repaired? Or scrapped and dumped? Subservient member states include large global players like India; small island states and previous colonial dependencies such as Mauritius; AIDS-ravaged new democracies like South Africa; poor landlocked states dependent on the goodwill of their neighbors like Nepal; or dominated regions with little hope of religious freedom, right of return of its tens of thousands of refugees and sovereignty, like Tibet.

India is the world’s largest democracy. It is a democracy that has struggled out of colonialism and painful subservience to colonial interests. Therefore it has a perspective that is diametrically opposite to that of the colonizing and neo-imperial powers. Perhaps India should not be seeking expansion of the Security Council, as it is doing now, so that it too can become a member. India’s membership, if it happens, will make Pakistan and other South Asian nations feel more insecure. That will not be a good thing. Building bonds between blood-related neighbors and historically enmeshed partners is more important than Security Council membership. Dismantling the Security Council is certain to strengthen the General Assembly. Maybe India, in the spirit of 21st century understanding of the paramount importance of human rights, post-capitalist democracy, freedom and equality of participation should not be seeking expansion of the Security Council but dissolution of the Security Council. Maybe it is almost time to dismantle the Security Council as a dangerously obsolete, ineffectual, humiliating emblem of nineteenth and twentieth century dominant power relations. Maybe India, Norway, Pakistan, Mauritius, Sweden, Iran, Brazil, Sri Lanka and historically diverse others can help move the UN into the 21st century with political equality of all member states, at every level of operation of the UN. Article 109 can be invoked to amend the UN Charter. However, all five permanent members of the Security Council would have to agree. Talk about double jeopardy “for the equal rights of men and women, and of nations large and small.”

Members of the Security Council, (the only ones that really matter are the five permanent members), the Big Five, exercise more political and economic power than any other body within the United Nations. This cannot be claimed to be a natural outcome of the historical development of the Security Council, but the explicit intent of the original superpowers. Inequality of membership was the demand of the original framers of the United Nations Charter, all of them colonial powers and one emerging power of that time, the US. However, the US was a worthy candidate for dominant and exclusionary membership. The US had already practiced slavery for 100-plus years and was therefore well equipped to develop its capability to become a neo-imperial power, exerting dominance over new member states which included those from which it had previously drawn free labor. It is comfortable with sharing power with the colonizing powers, all white and all European. China’s later inclusion in 1949, (with India deferring its claim of membership to China), merely underlines the importance of size and potential economic power as a basis for strengthening the inequality of membership. Again, the fragmenting of the USSR and the collapse of the Soviet Bloc in 1989, has not knocked Russia out of contention for continued membership. The politics of dominance is therefore key to membership in the Security Council. Not equality of membership but dominance in membership.

Acquiescence to the non-principle of inequality of membership was demonstrated by those colonized member states including India who were founding co-signers of the United Nations Charter. The postcolonial states, recently independent in the 1940’s, 50’s and 60’s, accepted the non-principle of inequality of membership, carrying on the colonial tradition of political subservience to their previous masters, now sitting as permanent members of the United Nations Security Council.

To borrow from sociologists Max Weber and C. Wright Mills, the collusion of elites characterizes many bureaucratic institutions. In the case of the UN we have a collusion of male-dominant, wealthy national elites. A phallocracy, a bureaucracy and now increasingly a corporatocracy. And the UN Security Council represents the crème de la crème of the elites of each of the five permanent member states, joining in mutual recognition of their shared elite power, status and privilege.

The United Nations is of course a global, inter-govermental bureaucracy, with salient and classic features of hierarchical, top-down authority, bottom-up accountability, written rules, written communications and written records (most recently, Resolution 1441), continual expansion, division and departmentalization of tasks within agencies and committee structures. But the power equation is its most salient feature. The Security Council is in fact explicitly constituted to exercise unequal global power, status and privilege, through its Charter-guaranteed position at the apex of the UN bureaucracy. The Security Council is the elite of global elites. It is the problem not the solution. It compromises the UN General Assembly.

Are We Secure With The Security Council?

What has the Security Council accomplished? Has the Security Council accomplished security for the world at large? The Security Council has a sorry record of lack of accomplishment. It established the State of Israel in 1948, in violation of its own Preamble and unleashed seventy-five years of disenfranchisement of the indigenous Palestinian people. It presided over and literally authorized Palestinian disenfranchisement. The US continues to arm Israel and the Security Council can’t do a thing about it. The Security Council proved unable to overturn apartheid in South Africa. It failed to prevent the expulsion of Indians from Uganda by Idi Amin. It was unwilling to prevent Britain from going to war to claim the Falklands Islands. The UN Security Council was unable (unwilling?) to anticipate, prevent or intercede in the bloody ethnic strife between Hutu and Tutsi in Rwanda, and in the continuing genocide in the Democratic Republic of the Congo. The Indian Ocean island of Diego Garcia was emptied of its indigenous population, the Ilios, who were shunted off to neighboring Mauritius, so that the island could serve as a military base for joint use by the Britain and the US. Diego Garcia is currently serving the strategic interests of the US and the UK as a naval base for operations against states in the Middle East, Afghanistan and South Asia. And now the UN has failed to avert war by a hyper-dominant member state against the people of Iraq. In each of these instances, the individual and combined interests of the five member states outweighed the interests of the 191-strong UN community of member states. The universal and greater common good is not, and cannot be expected to be the prime consideration of a small elite of states holding dominant power in the Security Council. That power has become even more concentrated with the US becoming the dominant member of the UN Security Council, supported by the post-imperial politics of the erstwhile dominant world power, the UK. This blatant concentration of power to the exclusion of all others, makes the active pursuit of a universal and greater common good by the UN, and particularly the Security Council virtually impossible.

Apparently WE the People must change the UN and particularly its Security Council.

When will the Security Council act to guarantee the guarantee the “equal rights of men and men and of nations, large and small.?” Never? The UN appears too cumbersome, too compromised and too preoccupied with its own survival as a burgeoning bureaucracy to undertake its own reform on behalf of We the People. It will again be up to those million-plus petitioners, who swamped the UN with signatures asking the Security Council to act on behalf of a negotiated peace. Their request was futile this time. Better luck next time.

There is no reason at all to mass kill Ethiopians anywhere in the World. They are just poor peaceful civilians seeking “better life” in Europe. The right and left of European politics are against receiving few numbers of African refugees who are determined to take the deadly sea crossing just for survival.

The EU way to terrorize Africans in taking the risk of coming to Europe is by showing immigrants that they could not only drown in the Mediterranean but also they face brutal beheading and shooting. The Islamic State of Iraq and the Levant (ISIL) is a puppet of the West, no doubt indeed.

The governments of Western Europeans and are proving to the World their real disgusting criminality and disrespect to life and faiths. Western Europeans did not come to Africa legally or peacefully. They looted and they are still looting Africa. The wealth they enjoy is illegal. Europe must pay back to Africa or be forced to let Africans to get some of the stolen African wealth from Europe.

Otherwise, Europeans from all over the World, including the USA, Australia, Canada, Latin America and South Africa, must go back to Europe and leave Africa for Africans and for all other races. All Africans must defeat the purpose of such criminal EU Anti-Immigration Terrorist Policy by flooding all European countries with colonial history with African refugees and claim their legitimate rights.

It is very disappointing to discover that many officials and youth, in any country, do not know much about the modern atrocities, plunder, and genocides that took place in the past few centuries in their countries and around the World. One striking example is the history of colonialism together with in-falsified history of liberation struggles.

Such very important history is an essential part to understand and treat the very basis of all economic, social, and political deformities and misery. Knowledge and awareness are not only important for Africa and the rest of the “Exploited World” (wrongly called “Third” or “Under-developed”) but equally important to those countries which exploited and still plunder until today. Those who do not know modern history and basic problem analysis and solving cannot be trusted for public service senior posts.

It would be very appropriate and essential to establish specialized centers of learning and universities in each country to teach and research a number of related subjects to freedom and governance.
Let us call this project “The Freedom University”. The main purpose of this university is to prepare and qualify leaders; government officials; and politicians, as well as organizing public awareness programs.

The main departments of “The Freedom University” project shall include: History; Geography; Defense; Security & Intelligence; Economics; International Law; Sociology; Politics & Governance; Languages; Diplomacy & International Relations; Communication; and Technology.

“The Freedom University” project should be an integral part of the programs of free international organizations such as the African Union; the BRICS; and similar institutions.

What Brought Me Back to Sudan Against My Will Twice?
Three groups of people worked hard in Sudan and abroad to destroy any chance for me to settle and begin new life in Africa. These groups are: 1- the Fulani (Fellata); 2- the corrupt; and 3- the failures. They know very well that any new beginning for me will be very successful and I will be powerful. They rightly knew that I will reveal them in large and deep scales. Fear; hatred; and jealousy brought them together against me. Bringing me back to Sudan is really the best way to contain and limit my dangers, with the option of eliminating me or detaining me are at hand easily at any time, if necessary and bearable.

My ideology is indigenous liberal Sudanese Nationalism. It is secular; tribalistic; non-ethnic; and it is against European Globalization; secret societies; and trans-nationalism. It is about equal empowerment for all native tribes and about absorbing settlers into their fabrics, with new citizenship laws. This nationalistic ideology considers both Left and Right politics as twins of imperialism. This ideology shall re-invent democracy and add to the conventional party-dominated politics the legitimate influences of tribes and trade/professional unions. It shall convert the single dimensional democracy to a multidimensional system. It shall reform and confront the rotten domestic and foreign systems at once.

Fortunately, I know how much violent, deceptive, and racist are the European elites (whether in Europe; America; Australia; Canada; or Africa) and the Arabs. Many African governments are stupid or/and puppets of the West (Europeans) and to Arab petrol-dollars. This is particularly true where I sought asylum and protection for 9 painful years. They did not see me as a useful asset; but they considered me a harmful liability.

The corruption of the World refugee system is being administered by a bad network composed of: bureaucratic UN; governmental diplomatic missions; unethical security apparatuses; and greedy Western NGOs. Any comparison between Arab and European refugees at one hand, against African and Asian refugees on the other will prove the corruption of the World refugee system. This must change. Can the African Union function?

The aggressive expansions and imperial ambitions of Europeans in Europe; the USA; and wherever they are; are behind all troubles and insecurities in the World today and yesterday. Europe never had enough natural and human resources to meet their insatiable greed and unsustainable ways of materialistic life. They always look into other nations and continents to rob them of any human and natural resources.
They do these acts of exploitations under so many different deceptive slogans. They call them: globalization; humanitarian assistance; human rights; fighting terrorism; conflict mediation; modernization; development cooperation; peace keeping; liberalization; democratization; and many other deceits. Their tools include: the World Bank WB; the International Monetary Fund IMF; the European Union EU; the North Atlantic Organization NATO; the United Nations organizations; banking system; mining and oil corporations; pharmaceutical companies; the Internet; commodities markets; the media; churches; and diplomacy.
The current conflicts in North Africa; West Asia (so-called Middle East); East Europe; and central Asia are the latest products of European machinations. Fortunately, Russia and China are aware of these policies; but they only intervene where there are immediate threats to their national security and vital interests, like in Syria; Ukraine; Greece; Iran; and Egypt. Otherwise the World could much more violent and disastrous. Other nations must take more proactive approaches to deter Europeans from causing more harm than what they already doing.

As an African I beg you to form a high level committee and a senior department within the AU to study; inform member states; document; and respond to the obvious collective policies and practices of European mega-criminals, in all continents, who became the world super-rich and big corporations.
These acts are ferociously destroying any efforts to maintain peace; liberation; development; and health in Africa and the world. I am sure these are your top priorities and obligations.

Increasingly in modern history, the tactics of the European mega-criminals, in all continents, who became the world super-rich are systematic and highly organized. It is still being carried out now in Africa; Arabia; Latin America; and the entire “New” World.

First, they send “explorers”, “missionaries”, “volunteers”, “researchers”, “aid workers”, “consultants”, or “businessmen” to gather vital information. Then they create companies for oil, minerals, pharmaceuticals, and even banana, or cocoa, and the like.
They identify and target regions with natural wealth to hit it hard. If a wealthy region is within the homeland of tribe “A”, they screen and pickup a ruthless criminal from a neighboring tribe “Z”.

The European criminals provide money; weapons; training; logistics; intelligence; and advisory services to the Z local criminal to promote him to turn into a warlord with considerable criminal gang size and tactics.
In addition to such investment European criminals offer monarchs; head of states; members of government and media a lot of lucrative “incentives” to legitimize the assaults and atrocities of their agents on the wealthy region.

Suddenly, the imposed war shall be regarded as inevitable campaign for unification; state-building; civil war; protect civilians; bring democracy and civilization; protect the faith and minorities; fighting Communism; or any other rubbish pretext. The merciless assaults should end up by installing the local criminal agents and their tribe on top of an artificial but “legitimized” state.

Tribe A, the owner of natural wealth, shall get next to nothing; while tribe Z shall get modest rewards from the official loot. But the shares of local criminals are kept in separate accounts in European banks owned by the same European criminals who own the companies. And to add more theft on top of the original robbery the “Government of State Z” is ordered to buy huge amounts of unneeded weapons; services; projects; and merchandise from their European masters.

Now “state Z” is under constant embezzlement by making them feel deeply insecure and threatened from the legitimate owner of wealth, tribe A, and also from foreign states so they are trapped and have no escape from cooperating with their European masters.

European super-rich mega-criminals are not threatened by terrorists; suicide boomers; or any Jihadists because they are the godfathers and sponsors of all insurgencies and terrorism.

Let me present to you here some established facts about a well-known new kingdom. And then ask you to vote if such kingdom can be qualified to be called a state and more importantly if it is a legitimate state or not?
1- It is less than 80 years old, and it had no borders before that;
2- The founder of this kingdom received monthly salary and weapons from a foreign state to help him to grab territories;
3- That sponsoring foreign state declared in a “treaty” signed between a single person and a government of an empire that any land grabbed by that person shall be its own protectorates;
4- That kingdom bears the name of a person and not a name of a people or a land;
5- The new kingdom is rejecting core U.N. human rights treaties and agreements such as the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, and the Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.
6- The nationality certificate of that new kingdom is named “Fellowship”;
7- It is refusing to  improve its criminal justice system, abolish the system of male guardianship over women, and throw out discriminatory aspects of its sponsorship system for foreign workers, which leave workers vulnerable to abuses including forced labor and unpaid labor;
8- It spends extremely huge portion of its revenues from sales of oil as monthly payments and grants for all members of the royal family;
9- There is no financial accountability form the people of that kingdom over its government and its royal family;
And 10- It stands out for its extraordinarily high levels of repression and its failure to carry out its promises to the Human Rights Council.
The question: Is such kingdom can be qualified to be called a state; and more importantly if it is a legitimate state or not?
